Fully arm the Sunnis and Shiites and Kurds and let them obliterate each other.
Once the last Iraqi is dead, repopulate the land with actually human beings.
Then leave.

Great idea! So the only ones that can get blamed then would be themselves,afterall the dems want the Iraqi's to handle their own security.
